I thought maybe the update to Mesa 17.2 did it, but I rolled back to 17.1.8 and it had no change. Attempted to 'Launch XCOM 2' from its installation directory, that is when I could see it complaining about the missing DLLs.
Two re-installations and a 'verify installation' didn't solve the problem. Not clear if that didn't put the system in a bad state for this game. The games log files just contain nothing at all, they aren't even created so they are of no use. My first installation was interrupted by a system shutdown. Hopefully, it gets ported over to Android soon as well. Yesterday XCOM2 (WOTC, but the base game also fails now) was working fine, I did some updates and the game doesn't launch anymore.
